HONGKONG. 9th. November, 1916.
With reference to my Despatches No. 409 of the
15 22nd. of December, 1915, and Confidential of the 29th. of December
56704 in the same yong, I have the honour to inform you that the Licens-
-ing Boord have by an Un-official majority again refused to grat
a licence to Mr. F. Reichmann for the year 1916-1917.
On appeal to the Governor-in-Council the
licence has by the unmimous vote of the members, Sir Paul Chater
one of the Un-official majority on the Board being absent, decided
to grant the licence.

To obviate the annual recurrence of these
futile and somewhat ridiculous proceedings I propose now if you
have no objection to take the necessary steps for the naturaliza-
-tion of Mr. Reichmann. I may remind you that Mr. Rei chram applied
for naturalization in 1912 and that his application would then have
been granted had he had the residential qualification. Nothing has happened since that time to throw any suspicion on Mr. Reichmann's
bona fides.
